A Failed Cease Fire: Lebanon and Israel

Why is it failed when it hasn't started yet? A prediction.

How can two forces that agree to a cease fire ever have a lasting peace (the supposed reason for a cease fire, maybe?) when they rage along with increased violence from the time of the [ahem!] signing of the U.N. agreement until the (how can they wait?) time it is to start?
